The Teacher Learning and Leadership Program (TLLP) is an annual project-based professional learning opportunity for experienced classroom teachers.
The program funds proposals from classroom teachers who seek a peer leadership role in curriculum, instructional practice or supporting other teachers. The goal of the program is to provide an opportunity for teachers to engage in advanced professional learning and to share their learning with others.

What is the TLLP?
- An annual project-based professional learning opportunity for individual experienced teachers or teacher-led groups
What are the goals of the TLLP?
- To support experienced teachers who undertake self-directed advanced professional development related to improved student learning and development
- To help classroom teachers develop leadership skills for sharing learning and exemplary practices on a board-wide and/or provincial basis
- To facilitate knowledge exchange
Who can submit a TLLP application?
- Teachers from all school boards and provincial schools who are beyond the induction career stage and whose primary assignment is teaching students (e.g., classroom teachers, teacher-librarians, guidance counsellors, co-op teachers, itinerant teachers, occasional teachers) can submit a TLLP application and lead a TLLP project.
- Individual teachers or groups of teachers may apply.
- Groups must be teacher-led but may include other educational workers, such as education assistants.
Who can not submit a TLLP application?
- Teachers working in system-level or administrative positions (e.g., principals, coordinators, consultants) can not submit an application or lead a TLLP project, however, these educators can provide extremely valuable input as team members. Previous successful TLLP teams have included support staff of all types.
What is the selection process?
- Applicants develop a project proposal, complete an application form, and submit it to their school board TLLP contact. Details can be found here.
- A school board committee comprising federation representatives and board staff reviews the proposals from teachers in their board and identifies two to recommend to the ministry. These proposals, as well as summaries of all the other proposals from within their board, are forwarded to the ministry.
- A Provincial Teacher Learning and Leadership Committee makes the final selection decision.

What is required of successful applicants?
Successful applicants must:
- attend a two-day Leadership Skills for Classroom Teachers training session
- carry out the activities described in their proposal application
- participate in an online forum
- share their learning with colleagues
- analyse what they have learned
- write a report on their learning and submit it to the ministry
What types of projects may be funded?
Proposals must focus on innovative professional learning topics related to effective practices for student learning and development. Topics could include, but are not limited to, the following:
- developing innovative strategies to address the needs of a targeted student population
- exploring teaching and learning strategies within and across content areas
- piloting competencies and strategies for teaching in a minority context
- deepening and enhancing knowledge and competencies in a given area of study
- piloting strategies to help develop school–community projects that help students apply learning, develop a sense of belonging, and explore opportunities for self-affirmation outside of school
- exploring ways of using technology and integrating it into curriculum and pedagogy
- setting up teams of teachers and educational support staff to share skills and knowledge on a given topic
All participants must then share the learning and promising practices with their colleagues.
Examples of TLLP projects that have been funded
- Classroom and School Podcasting – teachers learning to help students create and use podcasts as authentic applications for developing their writing, oral communication, and media literacy skills
- Sharing Oral Language Strategies – Reaching Out to the Aboriginal/Métis Families and Organizations – helping reduce the gap in achievement levels between Aboriginal and non-Aboriginal students
- “Ici on écrit” – teachers learning fair and equitable assessment practices to meet the needs of all students in the French Immersion writing stages
- Triad School Professional Learning Community – expanding the PLC to three schools to facilitate the incorporation of differentiated instruction and ensure student success
The Teacher Learning and Leadership Program (TLLP) gives selected experienced teachers the chance to expand their knowledge and skills and share exemplary practices with other teachers within and outside their school and board.
The TLLP includes:
